The origin of the inferno, according to railway officials, can be traced back to gas cylinders allegedly carried by passengers aboard the ill-fated coach. B Guganesan, Chief Public Relations Officer Southern Railway, revealed that a group of 63 passengers had embarked on their journey from Lucknow on August 17. The coach was privately booked by the travel agency Bhasin Travels, situated in Sitapur. “Sixty-three passengers started their journey from Lucknow on the 17th of August,” Guganesan stated.

Under Sections 67, 164, and 165 of the Railways Act of 1989, these actions are classified as punishable offenses. Section 67 outlines the transportation of dangerous goods, while Sections 164 and 165 specifically address the illicit introduction of offensive items onto a railway. The penalties include imprisonment for up to three years, fines ranging from Rs 500 to Rs 1,000, or both, along with liability for any resulting harm or damage.

Even when passengers book parcels, the aforementioned items are strictly prohibited, affirmed a Railways Ministry official. The Railway Manual’s Para 9 reinforces the prohibition, mandating that private tourist parties declare in writing their commitment to abstain from carrying any inflammable articles during their journey. Strikingly, the ill-fated private party had submitted such a declaration prior to their journey, yet the tragic events unfolded despite this precaution.
